تم تشييد القصر على يد الخديوي إسماعيل بن إبراهيم باشا -خامس حكام مصر في الأسرة العلوية- الذي أمر ببنائه فور توليه الحكم في مصر عام 1863، وقد بُني قصر عابدين مكان القصر القديم الذي كان ملكا لأحد القادة العسكريين في عهد محمد علي باشا، وهو عابدين باشا، فقام بشرائه الخديوي إسماعيل من أرملته وهدمه وضم إليه بعض الأراضي المجاورة له لتصبح مساحته 24 فدانا، وأبقى الخديوي إسماعيل على اسم صاحب القصر القديم “عابدين”
